Frances Bourliot is a trial and appellate advocate who represents clients in high-stakes, complex disputes. Her practice focuses on strategic litigation and persuasive advocacy, with particular strength in developing winning case theories, framing dispositive issues, and delivering clear, effective written and oral advocacy. 

Frances was the first Asian-American woman elected to an appellate court in Texas. During her tenure on the Fourteenth Court of Appeals, she authored opinions across a broad range of civil and criminal matters, bringing a practical and disciplined approach to appellate decision-making. As a former appellate judge, she offers clients a distinct perspective on how courts evaluate arguments and resolve difficult legal questions – insight she leverages to shape litigation strategy from the outset through appeal. 

Before taking the bench, Frances built her practice in the courtroom as a public defender in Harris County, where she handled felony trials, appeals, and mental health matters. She also has significant experience litigating complex federal issues, including death penalty and immigration detention cases. In addition to her government service, she has experience in private practice representing plaintiffs in personal injury, medical malpractice, and appellate matters.

  • Secured a not-guilty verdict in a first-degree felony trial involving complex evidentiary and strategic issues.
  • Obtained reversal on appeal based on a Batson violation, successfully challenging unconstitutional jury selection.
  • Achieved release for individuals through federal habeas litigation challenging unconstitutional immigration detention.
